Inspect a GstVideo.Navigation command event and retrieve the enum value of the associated command.
Parameters
- event: Gst.Event
  A Gst.Event to inspect.
Returns [boolean, GstVideo.NavigationCommand]
TRUE if the navigation command could be extracted, otherwise FALSE.
