Create a new navigation event for the new mouse location.
Parameters
- x: number
  The x coordinate of the mouse cursor.
- y: number
  The y coordinate of the mouse cursor.
- state: GstVideo.NavigationModifierType
  a bit-mask representing the state of the modifier keys (e.g. Control, Shift and Alt).
Returns Gst.Event
a new Gst.Event
