Wraps Gio.File.create as a Dex.Future.
Parameters
- file: Gio.File
  a Gio.File
- flags: Gio.FileCreateFlags
  flags for creating the file
- io_priority: number
  priority for the IO operation
Returns Dex.Future
a Dex.Future that resolves to a Gio.FileOutputStream or rejects with error.
