Checks two data IDs for equality allowing globs to match, whilst also allowing clients to whitelist sections that have to match.
Parameters
- data_id1: string
  a data ID
- data_id2: string
  another data ID
- match_flags: AppStream.DataIdMatchFlags
  a AppStream.DataIdMatchFlags bitfield, e.g. AppStream.DataIdMatchFlags.ID
Returns boolean
true if the IDs should be considered equal.
